2. Receivers accept shipments promptly, without rejections.

3. Inform their carriers regarding the characteristics and value of the freight.

MOTOR CARRIERS:

1. Disclose all charges and rules before accepting freight.

2. Pay lawful claims promptly without an initial declination.

3. Discontinue the "per piece" gimmick on released rates.

4. Discontinue attempts to pay only on "manufactured cost."

5. Simplify pricing at realistic levels and eliminate discounting off exorbitantly inflated base class rates.

6. Abolish the Classification Committee and all Rate Bureaus.

7. Eliminate "loss of discount" penalties and charge commercially reasonable interest for late payment of freight charges.

RAILROADS:

1. Discontinue publishing exculpatory rules to evade liability for their negligent loss, damage and delay.

2. Provide an adequate supply of equipment to meet current needs of the shipping public.

3. Improve transit times and adhere to published schedules.

4. Improve service to captive shippers. 5. Publish reasonable alternative rates in lieu of offering to "quote" full value rates on request.

AIRLINES AND AIRFREIGHT FORWARDERS:

1. Increase the 140year-old pony express package carrier liability limit of 50 cents per lb.

2. Discontinue the "per piece" gimmick and return to the practice of applying the liability limit to the total weight of the shipment as their maximum liability.

3. Adhere to Carmack Amendment liability standards.

4. Assume surface carrier liability for all nonair shipments.

CARGO INSURERS:

1. Print policies in plain English so shippers, carriers and intermediaries know what events are and are not covered.

2. Accept liability on their certificates of insurance if they fail to notify the holder of a cancellation.

3. State on certificates all exclusions from coverage.

INTERMEDIARIES:

1. Disclose their legal status on bills of lading.

2. Pay their carriers timely, and protect their shippers against double payment of freight charges.

3. Create one category for all intermediaries and discontinue all other terminology (broker, freight forwarder,, third party logistic provider, etc.).
